Make some noise. Instead of lines, I used the checkerboard pattern that you can start with at IM and changed the colors to white, blue and light blue. Before spreading the image, I locked it into just 3 colors to reduce bluring and file size after it was spread.
Go to Transform and use Roll to make 3 or 4 versions of the noise with the specks in different positions.
Follow the instructions in my snow tutorial to animate it.
Annotate it with the snow flake font called wwflakes.fff that you can find at abstractfonts.com among other places. With WebTV, you have to try them one by one to find the ones you want or use a Font Viewer.. Make enough space between them to make for easy croping
Go to Composite, enter the URL of your glitter and select Atop. Make sure to click the little box at the bottom to make the glitter tile across the snow flakes
Crop out each of the flakes. This is a lot eaiser at GifWorks than ImageMagick. Do a rough crop first then use Smart Crop to trim it as close as possible
